LA METRO EXTENSION

CREATING A WINNING BID

When it comes to creating a winning bid for complex switchgear projects, having the in-house technical competency to create your own bill of materials guarantees that customers will get the most cost-effective engineered solution, no matter who the manufacturer. For design-build projects, the process is even more challenging as you need to create a proposal without knowing what the final design will be.

LA METRO EXTENSION

For our switchgear team in Los Angeles, producing the winning bid for the first phase of the LA Metro Extension ofthe Purple Line meant four years of working hand-in-hand with the contractor and diverse manufacturers to create aTurtle-specific bill of materials. The process also included receiving the engineer’s stamp of approval by reevaluatingeach item in the 50-page submittal package to ensure every product met the design-build specifications and offeredthe best solution at the best price. This ability to put together our own packages and to lead teams that work directlywith specifying engineers, product application specialists for our suppliers, and the project management team forour contractor customers makes Turtle & Hughes unique in the industry.

In the end, the final approved version offered a total ABB product solution: medium-voltage metal clad switchgear;low-voltage switchgear; cast coil substation transformers; customized outdoor walk-in enclosure; motor controlcenters; switchboards; panelboards; and assorted electrical components -- safety switches, combination startersand dry type transformers. The package also included special factory testing, witness testing at select factories,start-up services, and training for LA Metro maintenance and engineering personnel. As work gets underway, there is one clear certainty in this evolving project; the customer has found a partner with the technical know-how, manufacturer relationships and determination to deliver a finished project that will meet their changing needs.
